I think you are correct, I have played a lot of online casinos and have never seen a wager lower then .25 cents.

I would also be interested in knowing if one exists. Below is my personal list of US friendly online casinos, you can check with customer support on them if you have the time. But I do think .25 is the lowest you will find and here is why:

Most online casinos use the same software that they lease from the owners, most US casinos are Real Time Gaming, so all of the betting limits will be the same. Nu-Works, Real Time Gaming, Vegas Technology, Top Game, and I believe one Rival casino (CherryRed) are all the software providers that cater to US players.
